Public consultation launched on restricting substances in tattoo inks
ECHA is looking for comments on the draft opinion of the Committee for Socio-economic Analysis (SEAC) on the proposed restriction of hazardous substances in tattoo inks and permanent make-up.
The consultation focuses on the technical feasibility of the concentration limits for the substances in the scope of the proposed restriction and the need for a derogation on Pigment Blue 15:3 and Pigment Green 7.
The deadline for submitting comments is 11 February 2019.

Public consultation on four phthalates for amending their Authorisation List entries
ECHA has prepared a draft recommendation for amending the Authorisation List (Annex XIV) entries for four phthalates to include their endocrine-disrupting properties. The phthalates are:
- bis(2-ethylhexyl) phthalate (DEHP, EC 204-211-0, CAS 117-81-7);
- dibutyl phthalate (DBP, EC 201-557-4, CAS 84-74-2);
- benzyl butyl phthalate (BBP, EC 201-622-7, CAS 85-68-7); and
- diisobutyl phthalate (DIBP, EC 201-553-2, CAS 84-69-5).
As some currently exempted uses of these phthalates may require authorisation due to the amendment, the consultation is specifically addressed to operators concerned with these uses (e.g. use in mixtures in concentrations between 0.1 and 0.3 %, use of DEHP in food contact materials or in medical devices).
The deadline for comments is 12 March 2019.

A new substance evaluation conclusion document is now available on ECHA’s website for 2,4,6-trichloro-1,3,5-triazine (EC 203-614-9; CAS 108-77-0), added to the CoRAP list in 2017 and evaluated by Poland.

Public consultation on harmonise classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for boric acid and various borates as follows:
- boric acid [1] (EC 233-139-2 [1], CAS 10043-35-3 [1]) and boric acid [2] (EC 234-343-4 [2], CAS 11113-50-1 [2]);
- diboron trioxide; boric oxide (EC 215-125-8, CAS 1303-86-2);
- disodium tetraborate, anhydrous; boric acid, disodium salt [1] (EC 215-540-4 [1], CAS 1330-43-4 [1]); tetraboron disodium heptaoxide, hydrate [2] (EC 235-541-3 [2], CAS 12267-73-1 [2]); orthoboric acid, sodium salt [3] (EC 237-560-2 [3], CAS 13840-56-7 [3]);
- disodium tetraborate decahydrate; borax decahydrate (EC 215-540-4, CAS 1303-96-4); and
- disodium tetraborate pentahydrate; borax pentahydrate (EC 215-540-4, CAS 12179-04-3).
These substances are industrial chemicals used as intermediates for the production of other chemicals, or as substances in the manufacture of, for example, glasses, metals, cements, lubricants, greases, inks and cleaning products. Some borates are also active substances in biocidal products used as antimicrobials and wood preservative agents. Comments are invited on the proposal to remove specific concentration limits and to harmonise a common generic concentration limit for boric acid and borates.
The deadline for comments is 22 February 2019.

New proposals and intentions to harmonise classification and labelling
A proposal to harmonise the classification and labelling has been submitted for benzyl 4-amino-3-chloro-6-(4-chloro-2-fluoro-3-methoxyphenyl)-5-fluoropyridine-2-carboxylate; florpyrauxifen-benzyl (EC 815-125-3, CAS 1390661-72-9).
New intentions to harmonise the classification and labelling have also been received for:
- dibutyltin di(acetate) (EC 213-928-8, CAS 1067-33-0); and
- dibutyltin bis(2-ethylhexanoate) (EC 220-481-2, CAS 2781-10-4).
The intention to harmonise the classification and labelling of dibutyltin di(acetate) [1]; dibutyltin bis(2-ethylhexanoate) [2] (EC/CAS -) has been withdrawn.

New version of ESCom standard phrase catalogue published
Version 4.0 of the catalogue of standard phrases for exposure scenarios is now available. The update introduces 12 new phrases as well as edits to 35 existing entries.
The new catalogue is fully compatible with ECHA’s chemical safety assessment and reporting tool Chesar (v.3.4) launched in November. The catalogue can also be downloaded as a Chesar import file, allowing the use of the ESCom standard phrases in Chesar.

Appeal against a compliance check decision dismissed
In case A-006-2017, the Board of Appeal dismissed an appeal against an ECHA compliance check decision on the substance disodium molybdate dihydrate.
In the contested decision, the Agency had found that the dose levels used in a pre-natal developmental toxicity (PNDT) study were too low to comply with OECD test guideline 414.
The Board of Appeal found that the Agency did not commit an error in finding that the submitted PNDT study or submit an adaptation under Annex XI.
